Promulgated

“Look, there it is.”
She looked but she couldn’t see. The horizon was quiet. It concealed the solution, the decision, the time.
Shh,” it murmured low.
“Where?”
Shh…”
“There.”
Shhhh…”
The difficult decision had been taken and the crowds were waiting. Release, proclaim, pronounce, promulgate.
And the horizon hid away with a soft rustle of leaves.
“This is bad,” she said.
“Yes.”
Slowly, from behind the heavy mantle of thick clouds, it emerged.
“It’s there,” she said.
He nodded.
“Now, let’s see if they agree.”
She knew the crowd would not stand for it. The horizon would die at the hands of Man.
